MM99 DBM campaign tournament

The following rules apply:

• 1) Each player is given a province of the map based on the army he has chosen.
• 2) Each of the 4 rounds of the tournament consists of a diplomacy phase and a battle phase. The diplomacy phase precedes each battle phase and its duration is flexible. Each battle phase lasts 3 hours.
• 3) During the diplomacy phase the players are free to talk, negotiate, etc. with each other. The rules for this are: there are no rules.
• 4) At the end of each diplomacy phase each player MUST give the umpire 1 declaration of war. A player may only declare war on players that border his territory.
• 5) The umpire will assign the players to the battles based on the declarations of war. In the case that more players attack another player a 'double' team will be formed. A 'double' team cannot be larger than 4 players.
• 6) Each battle is played using DBM 2.1. Each army may, including doubles, not be larger than 400 AP.
• 7) After each battle the umpire will determine the new strategic situation using the following rules:
  • 7a) A player who defeats his opponent decisively becomes the lord of the defeated player, or players in the case of a double. A victory is decisive when the opponent's army breaks.
  • 7b) When a double team defeats another player then 1 or none of the double players becomes the lord of the defeated player.
  • 7c) If a lord is defeated then the victor also becomes the lord of those that are subordinate to the defeated lord, i.e. a pyramid is formed. However, if the new lord is smaller, i.e. had less subordinates before his current victory, than a subordinate of the defeated lord then that subordinate regains his freedom.
  • 7d) If a subordinate of a lord is again defeated decisively then his new victor becomes his new lord.
• 8) A subordinate must obey his lord. If continuous then the territories of a lord and his subordinates are treated as one for strategic purposes.
• 9) After each battle a one round peace must exist between the respective players.
• 10) Points are scored per player per battle as described in DBM 2.1, i.e. 0 - 10. In addition, at the end of the tournament each lord scores 5 points for each player subordinate to him.

Army list information:

• Army lists should be received by the event's organizers before 17 September 1999.
• All armies in army list book 1 and 2 (latest version) may be used.
• An army may not be larger than 400 AP.
• External allies are not allowed.
• Players don't need to organize their army in commands. A player may organize his commands per round. In the case of a double the respective players must organize a 400 AP army using their armies. Each player must contribute at least 1 command. One player must be C-in-C the others count as allies. However, if one is the subordinate of the other then the former will operate as a sub-general.
